However, it is still the employers responsibility to ensure the PPE does the job it is intended to do sufficiently. For some PPE that is pretty easy, for other items it could be more difficult.
If your team providing their own PPE will require you to check that it is fit for purpose each time for example making sure it has a CE mark then that could be a legitimate reason to ask them to use your own. If your daughter is an employee and not self-employed her employer will need to provide PPE if deemed necessary in their risk assessment of the task and they cannot charge for it. Ultimately though if they refuse a reasonable change they are in breach of health and safety regulations.
Although the responsibility of PPE falls largely onto the employer, the employee also holds some responsibility such as using the equipment in the correct way and ensuring they do not lose the equipment. Visual communication will enforce reminders to the workers where and when PPE should be used. A facility with wall signs and floor signs reminding workers of dangerous areas before entering them, or where ear muffs are required could save the worker from a very serious, or even fatal, injury.
